Víctor is an experienced researcher with a focus on getting insights from big data. He is an M.Sc. of Economy at the University of Chile, where he taught statistics for years and where he worked designing and processing the most important public survey for the Chilean state, from which the Chilean Government estimates unemployment, and household income, among other indicators. Víctor also improved the Chilean model to predict domestic price inflation.
He is the former Vice Head of Studies Division of the General Secretariat of the Presidency of the Chilean Government, advising the Presidency with public policy data for its main agenda’s reforms: pensions, tax, and public healthcare. Víctor worked for the University of Development of Chile, and JPAL's Stanford Program for public policy. His last academic contribution was to identify how early childhood nutrition affects scholar achievements.
